Community Animal Treatment Center (CATC) is a nonprofit organization dedicated to reducing pet overpopulation and preventing unnecessary euthanasia in overcrowded Los Angeles shelters. We provide high-quality, high-volume spay and neuter (HQHVSN) services for all pets, especially those of low-income residents and community cat populations. A major component of our mission is to continue the legacy of FixNation—a pioneer in Trap-Neuter-Return (TNR) and humane colony management—by expanding resources and education to support homeless cats. Through compassionate, community-focused care, CATC strives to create a healthier, more humane future for pets and community cats throughout Los Angeles.
Our goal is to improve the health and well-being of animals through compassionate care, community education, and accessible veterinary services. We are dedicated to providing spay neuter services and essential medical treatments to underserved animals, supporting community cats as well as house pets in need, and advocating for the humane treatment of all animals. Community Animal Treatment Center (CATC) is a Non-profit 501C3 was founded by Dr. Peyvand Silverman, DVM and Sandy Sagastume in 2024. CATC strives to continue the work of FixNation, who’s mission is to reduce the population of homeless cats by sterilizing as many as possible while demonstrating the effectiveness of Trap-Neuter-Return and colony management for the humane care of homeless cats.
FixNation was founded by Mark Dodge and Karn Myers and was established as the first, full-time spay-neuter facility in Los Angeles in 2007. For many years, Fix Nation provided comprehensive TNR support including free spay/neuter services for homeless cats, TNR outreach and education, as well as affordable care for companion cats, and partnerships to facilitate adoptions. They also served as a model for TNR and cat population management across the country. Since opening its doors in 2007, FixNation has sterilized more than 250,000 cats in addition to its Catnippers program.
Peyvand Silverman, DVM is an exceptional animal advocate, dedicated to excellent and equitable pet care and pet parent education. She was born and raised in Iran, where she found her passion for animals, spending a lot of time helping the stray animals in her neighborhood. She was always intrigued by science and the challenges that medicine presented. She moved to the U.S. in 2001 to pursue her dreams of becoming a veterinarian which she successfully accomplished in 2011. Since then, she has worked both in private practice and shelter medicine, though dedicating the majority of her career to helping low income families and their animals through working for non-profit organizations. Being a veterinarian is a true passion and calling for her. She treasures the relationships she builds with her clients to ensure their pets receive the best care possible and are always treated with kindness, compassion and respect. She is the founder of CATC, a 201C3 non-profit is excited to provide outstanding medical care to her patients, and especially to Community cats of Los Angeles.
Sandy, originally from El Salvador, left her German shepherd dog behind when she moved to the USA at a young age. Unable to have pets in her new home, she yearned for the love and companionship she once had. In her college years, it was this emptiness that led her to obtain a job at a local animal hospital, an experience that ignited her passion for animal welfare. It was here that she recognized the need for affordable veterinary services and the significant problem of pet overpopulation. Transitioning to the non-profit sector, she embarked on a mission for the well-being of animals and responsible pet ownership. During her 12-year tenure as a clinic manager for a spay and neuter mobile clinic, she spearheaded efforts to sterilize over 100,000 pets, alongside her commitment to offering low-cost vaccines and microchips.
Today, Sandy resides in Los Angeles and spends her leisure time hiking, walking, and exploring pet-friendly shops and restaurants with her beloved daughter, a yorkie, and a morkie. This lifestyle reflects her commitment to enhancing the well-being of furry companions and fostering meaningful connections with their human counterparts.
Opening a non-profit organization is true calling for her and she is excited to help as many community animals as possible.
